NON-RESIDENTS

To be eligible for legal aid, the applicant must reside in Quebec.

However, non-residents are eligible for legal aid in civil matters, just like a Quebec resident, when the government of their domicile or principal residence recognizes the right to legal aid for Quebec residents.

There is a reciprocity agreement between Canada’s provinces and territories in civil matters.

Under this agreement, financial eligibility and service coverage are determined by the province providing the service.

You must contact the legal aid office located in your territory of residence to have a non-resident application completed and forwarded to the Reciprocity Department of the Commission des services juridiques.

A reciprocity agreement also exists with France. Contact the legal aid office in your area of residence for more information.

In Quebec, in criminal matters, a legal aid file will be opened in the district where the charges are laid, regardless of your province of residence. Non-residents of Quebec must contact the legal aid office, Criminal Section, in the district where they are being prosecuted to determine their eligibility.
